No, in short!
Its a matter of distance over internet.
The nearest country to Pakistan in terms of internet distance is Germany.
After Germany, its UK, Romania, Switzerland and so on.
On German servers, you can get as low as 120ms ping on some Pakistan based internet connections.
The lowest ping I have seen between German server and PTCL internet is 150ms.

You will need a Static IP.
Call your ISP and ask them to provide you a Static IP.
If you are using PTCL, call 1236 and ask them to assign you a Static IP.
PTCL charges 400 Rupees monthly for Static IP.

I will write a complete post on this but for now, all I can say is you will need a Fast Downloading Host (or any hosting space) to host your files.
You will need to create a GIF file and an HTML file in the said directories like below:
